West Mercia Police must save £24m over the next four years.
The chief constable has published a self-assessment of the force which outlines the major demands on the service for the coming years.
Plans for the future includes ensuring the policing must remain fit for purpose, despite also making cuts and training for hundreds of hotel staff to focus on clues that child exploitation is taking place.
Chief Constable Anthony Bangham outlined plans for a modern police station in Shrewsbury.
